Wild horses and burros on public land remain on the very bottom of the totem pole of priorities of both the Bureau of Land Management and the U.S. Forest Service, the two agencies charged by law with protecting and managing them. Yet these two “national heritage species” whose rights to live free are covered by Public Law 92-195 are supported by many millions of ordinary U.S. citizens as well as people worldwide. The extent of livestock grazing and the permittees involved both in their original Herd Areas and in their reduced Herd Management Areas should be clearly spelled out to the public – but this is not being done.


......... I am very concerned for the approximate 30,000 mainly wild horses but some burros who have been over-gathered and now languish in government holding areas and for whom euthanasia has recently been proposed by BLM officials as a convenient way of solving the crisis they themselves have created. And I strongly urge that these animals be restored to their empty or nearly empty -- but still legal -- Herd Areas throughout the West.
This is the only honorable course of action, and we owe it to them!

I have performed a calculation of the numbers that could be restored based on the various sizes of the legal Herd Areas. Though just the empty Herd Areas in Nevada alone, or in Wyoming alone, could accommodate the 30,000, I recommend that these equids be used to restore more viable herds throughout all the 10 Western states from which they have been unfairly depleted. However, care should be taken to restore the wild equids to their original Herd Areas wherever possible, or if not possible, to Herd Areas as close by to their natal grounds or with as similar habitat types, climates and other conditions as is again possible. Availability of water, forage, shelter and other habitat requirements, of course, should also be considered -- and our public servants must learn to stand up to the wild horses’ and burros’ enemies in securing such vital resources, including summering and wintering grounds and the corridors there between.


..... To appreciate the extent of unfairness toward America’s last wild horses and burros on the public lands where they have legal right – a long tradition that includes other scapegoats such as the buffalo and the Indian himself -- I again call your attention to Table 1 & Chart. As earlier indicated, the national reduction from the original herd area acreage is 36% and four states have eliminated wild equids from over 50% of their original herd areas: California, Montana, New Mexico and Wyoming. To better appreciate the inequities involved toward the wild equids, we should look at the numbers of acres per individual wild horse or burro both in relation to current existing wild populations and in relation to the planned Appropriate Management Levels (AML’s) that our public servants have unjustly established throughout their over 300 legal areas. Our no longer trusted “public servants” – and please take note! – have allowed for only one currently surviving wild horse or burro in the wild per 1,871 acres of original legal Herd Areas established by the 1971 Wild Horse Act to protect and preserve them and their freedom, and well as to manage their numbers in a minimally invasive manner! And in the greatly reduced Herd Management Areas, there are currently – and again pay close attention! – only 1,206 acres per surviving wild equid! To better imagine the gross unfairness, one entire football field is closely equal to just one acre. These figures come from published BLM data of the current year, 2008. Yet since this evaluation, BLM has been reducing the herds even further than originally planned, depriving several thousand more wild horses and burros of their natural freedom in order to establish the cripplingly low, non-viable Appropriate Management Levels that would leave 1,253 acres, or football fields, of HMA’s per individual wild horse and burro! -- This is a lot of space for the horses to play football and a mockery of the law by any estimate! Also this is like leaving one wild equid for every livestock permittee.


...As a wildlife ecologist who appreciates the wild horses and burros and their freedom, I envision self-contained wild horse/burro reserves both in and around the originally established Herd Areas, including where possible other appropriate areas on both private and public lands. Through ecologically knowledgeable reserve design that takes into account as many of the short and long term needs of the wild equids as possible, drastic roundups could be avoided, or at least greatly minimized. This can and will be accomplished by incorporating natural boundaries that limit the equids’ movements and, only where necessary, by the construction of artificial, semi-permeable equid barriers that allow other species of wildlife to pass through unharmed. Crucial to this plan is that each reserve contain appropriate habitat of sufficient size to support a long-term viable wild horse or burro population of around 1,000 interbreeding individuals.
Within each such natural sanctuary, the wild equids will be respectfully treated as the “principal” presence, not relegated to mere token numbers and deprived of basic resources to accommodate a monopoly of livestock and/or big game -- currently the case!

In these equid reserves, natural checks and balances will be allowed to operate, including natural predators of equids such as the puma and the wolf. With relative rapidity, the herds will attain population stability as part of a special, harmonious give-and-take relationship with each unique occupied ecosystem.
And the cruel and ecologically disruptive roundups that have tragically set back the site-specific adaptiveness of the West’s magnificent wild horse and burro populations will become a thing of the past! – Thank God!

Every truth- and justice-loving person should ask him/her self: “Is the kind of treatment wild horses and burros are currently receiving fair?! Do not our fellow Earthlings in equine form – who have done so much for us humans – deserve a much better place and consideration in this our shared world?!

I AM shocked, truly shocked," says Katey Walter, an ecologist at the University of Alaska in Fairbanks. "I was in Siberia a few weeks ago, and I am now just back in from the field in Alaska. The permafrost is melting fast all over the Arctic, lakes are forming everywhere and methane is bubbling up out of them.

Back in 2006, in a paper in Nature, Walter warned that as the permafrost in Siberia melted, growing methane emissions could accelerate climate change. But even she was not expecting such a rapid change. "Lakes in Siberia are five times bigger than when I measured them in 2006. It's unprecedented. This is a global event now, and the inertia for more permafrost melt is increasing.
"

No summer ice

The dramatic changes in the Arctic Ocean have often been in the news in the past two years. There has been a huge increase in the amount of sea ice melting each summer, and some are now predicting that as early as 2030 there will be no summer ice in the Arctic at all.


Discussions about the consequences of the vanishing ice usually focus either on the opening up of new frontiers for shipping and mineral exploitation, or on the plight of polar bears, which rely on sea ice for hunting. The bigger picture has got much less attention: a warmer Arctic will change the entire planet, and some of the potential consequences are nothing short of catastrophic.


Changes in ocean currents, for instance, could disrupt the Asian monsoon, and nearly two billion people rely on those rains to grow their food. As if that wasn't bad enough, it is also possible that positive feedback from the release of methane from melting permafrost could lead to runaway warming.


Runaway warming

The danger is that if too much methane is released, the world will get hotter no matter how drastically we slash our greenhouse gas emissions. Recent studies suggest that emissions from melting permafrost could be far greater than once thought. And, although it is too early to be sure, some suspect this scenario is already starting to unfold: after remaining static for the past decade, methane levels have begun to rise again, and the source could be Arctic permafrost.


What is certain is that the Arctic is warming faster than any other place on Earth.
While the average global temperature has risen by less than 1 °C over the past three decades, there has been warming over much of the Arctic Ocean of around 3 °C. In some areas where the ice has been lost, temperatures have risen by 5 °C.


This intense warming is not confined to the Arctic Ocean. It extends south, deep into the land masses of Siberia, Alaska, Canada, Greenland and Scandinavia, and to their snowfields, ice sheets and permafrost. In 2007, the North American Arctic was more than 2 °C warmer than the average for 1951 to 1980, and parts of Siberia over 3 °C warmer. In 2008, most of Siberia was 2 °C warmer than average (see map).


Positive feedbacks

Most of this is the result of positive feedbacks (see illustration) from lost ocean ice, says David Lawrence of the National Center for Atmospheric Research in Boulder, Colorado.
His modeling studies show that during periods of rapid sea-ice loss, warming extends some 1500 kilometres inland from the ice itself. "If sea-ice continues to contract rapidly over the next several years, Arctic land warming and permafrost thaw are likely to accelerate," he says.


Changes in wind patterns may accelerate the warming even further. "Loss of summer sea ice means more heat is absorbed in the ocean, which is given back to the atmosphere in early winter, which changes the wind patterns, which favours additional sea ice loss," says James Overland, an oceanographer at the Pacific Marine Environmental Laboratory in Seattle. "The potential big deal is that we now may be having a positive feedback between atmospheric wind patterns and continued loss of sea ice.
"

Incidentally, the changing winds might also be to blame for some of the cold and snowy weather in North America and China in recent winters, Overland says. Unusual poleward flows of warm air over Siberia have displaced cold air southwards on either side.


Going global

The rapid warming in the Arctic means that a global temperature rise of 3 °C, likely this century, could translate into a 10 °C warming in the far north. Permafrost hundreds of metres deep will be at risk of thawing out.


This is where things go global. The Arctic is not just a reflective mirror that is cracking up. It is also a massive store of carbon and methane, locked into the frozen soils and buried in icy structures beneath the ocean bed.


A quarter of the land surface of the northern hemisphere contains permafrost, permanently frozen soil, water and rock. In places, deep permafrost that formed during the last ice age, when the sea level was much lower, extends far out under the ocean, beneath the seabed. Large areas of permafrost are already starting to melt, resulting in rapid erosion, buckled highways and pipelines, collapsing buildings and "drunken" forests.


Locked away

The real worry, though, is that permafrost contains organic carbon in the form of long-dead plants and animals. Some of it, including the odd mammoth, has remained frozen for tens of thousands of years. When the permafrost melts, much of this carbon is likely to be released into the atmosphere.


No one knows for sure how much carbon is locked away in permafrost, but it seems there is much more than we thought.
An international study headed by Edward Schuur of the University of Florida last year doubled previous estimates of the carbon content of permafrost to about 1600 billion tonnes - roughly a third of all the carbon in the world's soils and twice as much as is in the atmosphere.


Time bomb

Schuur estimates that 100 billion tonnes of this carbon could be released by thawing this century, based on standard scenarios. If that all emerged in the form of methane, it would have a warming effect equivalent to 270 years of carbon dioxide emissions at current levels. "It's a kind of slow-motion time bomb," he says.


One hotspot is the 40,000-year-old east Siberian permafrost region.
It alone contains 500 billion tonnes of carbon, says Philippe Ciais, co-chair of the Global Carbon Project, a research network analysing the carbon cycle. East Siberia was at times 7 °C warmer than normal during the summer of 2007, he says.


Higher temperatures mean the seasonal melting of the upper layer of soil extends down deeper than normal, melting the permafrost below.
Microbes can then break down any organic matter in the thawing layer, not only releasing carbon but also generating heat that leads to even deeper melting.
The heat produced by decomposition is yet another positive feedback that will accelerate melting, Ciais says.

a mini-guide in writing to animal and earth liberation prisoners

take a minute to think about what you did today. and yesterday, and this week. chances are, a prisoner couldn't have done any of it. prisoners don't get to go to shows, walk around the city, call anyone and talk as long as they want, or eat at vegan bbq's. they're taken away from their friends and family and locked up in an unfamiliar, hostile environment often for years at a time.


all this because they care about the same issues you do. they just got caught doing something they knew was right. whether its liberating animals from a testing laboratory, destroying logging equipment, or simply attending a demonstration, all incarcerated activists deserve our support.


taking just a minute out of your day to send a letter, a book, or a magazine to a prisoner shows that you care, and makes her or his time there a little easier. a letter costs you a stamp and five minutes, there's no excuse for not writing to prisoners. contact josh demmitt's support group at supportjosh@riseup.net with any questions, or to ask for suggestions on how and what to write. prisoner support is the duty of every single person who cares about the same issues others have given up their freedom for.

you'll need
1) a stamp
2)a standard size, blank paper envelope
3) a piece of white notebook paper
4) a pencil, or a blue or black non-gel pen
5) this writing


look at the end of the writing for a few prisoners in the united states who need your support.

1) just pick one
the prisoners listed on this writing are there because they're newer prisoners and are still adjusting to prison life. they need a lot of support, but so do all prisoners. read up on an activist's situation and interests, and see if it's something you can relate to.
non-english speaking prisoners get less letters- consider them if you can write in another language

2) keep it simple
check support websites to see if a prisoner can receive cards and other things in the mail, or ask the prisoner or a support contact person on the outside. until you know the exact regulations of the prison you're mailing your letter to, its best to keep it simple. write on a blank notebook or copy paper no bigger then 8.5 x 11 and don't use any special colored or gel pens or pencils, stamps, or stickers. don't write anything on the outside or inside of the envelope except the prisoners address and your full name and return address in the upper left hand corner of the addressed side of the envelope. use plain white envelopes without a clear plastic address window, or any special decorations. most prisons require a return address, so if you don't have one, ask around for a friend or group's address you can use.


if you're mailing anything more than a letter, clearly write the contents of the package near the prisoner's address. for example, write 'contents: 1 greeting car, 3 magazines." or "1 piece of paper, 2 books." many prisoners have restrictions on the number and type of books and magazines they can get- ask first before you waste your time and money.


3) be smart
if a prisoner hasn't been sentenced yet, and is still awaiting trial, don't comment on their case. especially don't imply that they're guilty of their charges, or congratulate them. don't give legal advice, and don't even joke about illegal activity. overall, just think before you write. remember that prison officials read all mail sent to inmates.


4) write a letter
one of the main problems people often come across in supporting prisoners is a feeling of intimidation about writing to a prisoner for the first time. it can be a very hard to write a letter to someone you don't know. people find that they either don't know what to say, feel there are things they can't talk about, or think that prisoners wont be interested in what they have to say. the fact is, prison is a really lonely place, and any letter received means a lot to a prisoner.


say who you are, a group affiliation, and maybe where you're from. say where you heard about them and their cause. the first letter can be reasonably short, maybe only a postcard. obviously when you get to know people better you'll have more to talk about.


5) mail it
one stamp can mail an envelope and 5 pieces of notebook paper. correction officers and other prison officials often harass prisoners by denying them their mail. if you think this might be happening to your letters, try sending them "certified mail" or with "delivery confirmation." don't ever write "legal mail" or anything implying that you are an attorney unless you are.


some prisoners cant receive letters, but not the envelopes they're mailed in, so write your return address and full name in the letter as well. its a good idea to write it on each page too. if you can, as well as the prisoners address since sometimes a page or two will go missing. also, number the pages like " 1/5, 2/5, 3/5..." so that a prisoner can tell if some pages are missing

A highly-regarded Libyan activist just spent his 68th birthday in detention.

He may not live to see his next one.


Help add your Representative's name to a letter of support for
Fathi el-Jahmi.


FathiHealth records show that Fathi el-Jahmi will likely die in prison of heart failure and complications from diabetes if he does not receive critical medical treatment. However, the prognosis leaves out the fact that Libya's poor prison system is to blame for years of neglectful treatment given to a man who was unlawfully detained in the first place.


This is the second time Fathi has been wrongfully imprisoned for publicly calling for greater political freedom in Libya. His health condition is severe and the Libyan government knows it.


We've got two strong allies in Congress willing to speak out against Libya's injustice. Representatives Wolf (R-VA) and Kirk (R-IL) are sponsoring our letter calling on Libya’s authorities to free Fathi el-Jahmi from detention and allow him to seek proper medical care. But they'll need our help to convince other members of Congress to join this effort to keep Fathi alive.


Urge your members of Congress to add their name to a letter of support for Fathi el-Jahmi.


Fathi's health is not what's killing him.



Fathi was briefly released from detention in 2004 because the emotion stirred by former Senator Joe Biden and other members of Congress calling for his release. Biden called Fathi "a courageous Libyan democracy advocate with serious health problems whose only crime was to speak truth to power.
"

It was the leadership shown then by Congress that helped lead to Fathi's release. Now, we need our representatives to stand in solidarity once again for Fathi, but this time to save his life.


Muammar al-Gaddafi, Libya's head of state, and other Libyan authorities will continue to let Fathi's life hang in the balance unless we expose this foul act for what it really is – a sad attempt to silence political opposition at all costs. We cannot just stand by while a bright flame of the human rights movement is extinguished.


Libya is seeking to improve its ties with the United States. And if we get enough members of Congress to sign the letter on Fathi's behalf, then Libya has a stronger incentive to heed our calls for justice. Email your Representatives and ask for them to stand in support of Fathi el-Jahmi.


Amnesty activists have a history of standing in Fathi's corner. His case garnered an outpouring of support and thousands of letters sent on his behalf during this past year's Global Write-a-thon.


In the following weeks, supporters will gather in front of the US mission to the United Nations and hold peaceful vigils as an act of solidarity for Fathi.


Add your voice to theirs. Tell your Representatives the story of Fathi el-Jahmi. Tell them that if we don't take a stand against Libya's gross misconduct, then we will lose a great human rights defender – and his health won't be to blame.

But for Fathi to have any chance at a future, we have got to make the present count.

WHAT ARE THE HOURS?
NOTE NEW HOURS: Wednesdays, SATURDAYS, and Sundays – CLOSED to the public (but they can still correspond with people on Wednesdays); other week days – OPEN 8-5. Call ahead before coming out around holidays.

WHAT ARE THE FEES?
The process DOES NOT have to be completed in person! ADOPTION – $100, INCLUDES spay/neuter, basic exam, vaccinations, and microchip! RESCUE – FREE for GA licensed rescues! Out-of-state rescues, please contact the shelter for details. NOTE: ALL adopted animals are transported to Four Paws Animal Hospital in Statham, GA, to receive discounted care and are picked up by new owners / agents from there. The hospital also has a boarding facility. The phone number is 770-725-PETS (7387).

HOW URGENTLY IN NEED ARE THE ANIMALS?
Call AND e-mail BEFORE 8:30 A.M. on WEDNESDAY, APRIL 15. See contact information above. Generally, animals are subject to lethal injection after five (5) days of impoundment. Injections typically occur on Wednesdays, but because the shelter becomes SO FULL at times, they may occur more frequently.

Run 4: 04-026, hound X, 3-5 yr red Female, gorgeous girl who was very calm, sat there so quietly while I was taking her pictures & got very excited about her treat




Run 6: #03-151, lab X, 1-3 yr yellow Female, another quiet calm girl, gorgeous one!




Run 8: #04-034, red tick, 1-2 yr red/white Female, hyper girl who was biting the bars to get to me, sweet as can be!




Run 9: #04-016, pit, 1-2 yr red/white Female, another gorgeous calm girl, couldn’t figure why the dog next door was making suck a fuss, she never made a sound & seemed sweet when she took the treat from me




Run 10: #04-032, rott X, 1-1/2 yr black/brown Male, owner surrender, “Puppy”, tail is docked, HYPER vocal boy, he literally danced on his 2 back legs & turned a circle when I got to him




Run 11: #04-012, hound X, 1-2 yr black/brown Female, hyper girl who was very happy, LOVE the ears on her!
