Minister Shea Announces the 2009 Management Measures for the Atlantic Seal Hunt

OTTAWA – The Honourable Gail Shea, Minister of Fisheries and Oceans, today announced the total allowable catch (TAC) for the 2009 Atlantic seal hunt.
“Sealing is a significant source of income in many small, isolated coastal communities throughout Atlantic Canada, Quebec and the North,” said Minister Shea. “Our management decisions for the hunt take into account this fact as well as the advice of scientists to ensure the seal population is maintained.”
The 2009 harp seal TAC has been set at 280,000, out of a herd of more than 5.5 million. This one-year TAC includes allocations of 2,000 seals for personal use, 5,040 seals for Aboriginal initiatives and a carry forward of 13,092 seals for those fleets that did not capture their quota from 2008. About 70% of the TAC is allocated to the Front (waters east of Newfoundland and Labrador). The Gulf of St. Lawrence receives about 30% of the TAC.
The hooded seal TAC has been set at 8,200 animals out of a herd of 600,000. The grey seal TAC for 2009 is 50,000 animals out of a herd of 300,000.
“Canada is a world leader in the management of the seal hunt. DFO’s Fishery Officers will be closely monitoring this year’s hunt to ensure compliance with the regulations and licence conditions, and they will take enforcement action when necessary,” said Minister Shea.
Surveillance is conducted through ongoing aerial patrols, cameras, sophisticated vessel monitoring systems, at-sea and dockside vessel inspections, regular inspections of processing facilities, and independent third party observers.
Minister Shea also repeated the Government of Canada’s commitment to defend Canada’s humane and sustainable seal hunt, and the livelihoods that depend on it, while on the international stage.
“Our government will continue to defend the rights of Canadian sealers to provide a livelihood for their families through our lawful, sustainable and humane hunt, said Shea. We are extremely disappointed that the European Parliament has called for a disruption of the trade of seal products and our position remains that any ban on a humanely conducted hunt, such as Canada’s, is completely without merit. We will continue to explore all legal and diplomatic options and Canadians can be assured that we will exercise our rights to their fullest extent under international trade laws if and when it becomes necessary and appropriate."

Saving Canada from Its Seal Hunt

The majority of Canadians feel the costs of the commercial seal hunt, economic and otherwise, outweigh its meager benefits. It is time to transition Canadian sealers into sustainable, profitable industries. This is why I introduced Bill S-229, calling for an end to the commercial seal hunt while respecting treaty obligations and protecting the rights of Canada's Aboriginal People.
Canada's commercial seal hunt is a dying industry based primarily on demand for fur for luxury items. But markets around the world are closing to seal products and sealers' earnings have plummeted. The price of pelts has dropped from $62 in 2007 to $31 in 2008, and will be even lower in 2009. Pelts are stacked up in warehouses—50,000 in Newfoundland, 140,000 in Greenland. No seal furs were sold at international fur auction in Copenhagen in all of 2008, and no seal pelts sold at the January 2009 fur auction in North Bay, Ontario. Yet Canadian taxpayers will continue to support the commercial seal hunt—paying for icebreakers, providing rescue support when sealers run into difficulty, marketing seal products, and sending delegations abroad to defend the hunt and lobby foreign governments.
The commercial seal hunt has been supported to provide supplementary income for hard-hit communities in Canada's Atlantic region, but last year's $7-million hunt, divided among the 6,000 or so estimated active sealers, averages to about $1,100 each, before deducting their expenses. While not an insignificant sum, the risks and costs of the commercial hunt and its declining financial benefits render it useless as an economic lifeboat for sealers. And while the benefits are minimal, the costs are very high.
The commercial seal hunt is complicating and damaging Canada's reputation around the world. In my travels as a member of Parliament and now as a senator, I have repeatedly encountered consternation and disbelief at the continuing existence of this outdated hunt. The fact is the majority of people and governments around the world are opposed to the Canadian commercial seal hunt.
The United States, Belgium, the Netherlands, Italy, Austria, Croatia, Slovenia, Germany, Switzerland, Hungary, Czech Republic, Mexico and Panama have either banned seal product trade or have made moves to do so. These countries are home to 635 million people. The European Union will soon vote on a ban on trade in seal products. These international bans and widespread seafood and tourism boycotts are hurting the $1-billion East Coast fishery, causing significant damage to our tourism and trade sectors, and costing the Canadian economy millions in lost revenue. This is a serious matter as we struggle to cope with the current global economic crisis.
Canada's trading partners have been consistently voicing their concern about the commercial seal hunt for decades. The commercial hunting of infant whitecoat and blueback seals was banned in Canada in 1987 as a result of pressure from animal rights groups and bans beyond our borders. In 2005, Mexico's Chamber of Senators officially condemned the Canadian seal hunt.
Canada's largest trading partner, the United States, has been very clear about its position. After banning the hunt in 1972, the Americans have repeatedly called for an end to Canada's commercial seal hunt through Senate resolutions, a widespread U.S.-led seafood boycott targeting the Atlantic seafood industry, a unanimous resolution passed in 2007 by the U.S. House of Representatives and a soon-to-be-tabled Senate resolution that will once again call on the Canadian government to end the commercial seal hunt.
In 2008, total trade between Canada and the United States exceeded $650 billion. Significantly, Canada exports nearly two-thirds of its seafood to the U.S., producing $2.5 billion annually for the Canadian economy. To put this in perspective, Industry Canada statistics show the total value of sealskin exports from Newfoundland and Labrador in 2007 was about $8 million.
The European Union is Canada's second largest trading partner. In 2008, two-way trade in merchandise reached $90.1 billion. In January 2009, Canada's minister of international trade, Stockwell Day, travelled to Prague seeking support for a closer Canada-EU economic relationship. At that time, the minister stated: "There is no doubt that a closer economic partnership with the EU will help Canadian businesses thrive in this market, providing jobs at home and lowering the cost of consumer products imported from the EU. I'm in Prague to lay the groundwork for this revitalized and strengthened economic partnership. I am confident that we will be in a position to launch negotiations this spring."
But even as Minister Day was trying to build bridges with this important trading partner, another Canadian delegation was in Brussels, lobbying for the commercial seal hunt and threatening to go to the WTO for a challenge against the EU. When Minister Day launches trade negotiations this spring, the commercial seal hunt will open, observers will flock to the ice floes and the EU will vote on its ban on trade of seal products.
Every year, people from around the world come to Canada's East Coast, not to take advantage of the famous maritime hospitality or the stunning scenery or even the growing eco-tourism activities of whale and seal watching. No, they come to stand on ice floes and send reports back to their home countries. Provincial, territorial and the federal governments spend millions promoting our tourism sector abroad and a few amateur video clips ensure that money is wasted.
Canada's much-anticipated 2010 Winter Olympics are being targeted by animal rights groups as a platform to fight the commercial seal hunt. Attendance boycotts and photo ops will bring the attention of the world once again to the commercial seal hunt.
Canada has too much at stake, as a trading partner and tourist destination, to allow the damaging effects of the dying commercial seal hunt to continue to stain our reputation and impede our progress on the international scene.
The majority of Canadians do not support the commercial seal hunt. The people of our rural fishing communities deserve a more viable, profitable, long-term employment option. The 2009 Federal Budget established a $1-billion Community Adjustment Fund to help communities restructure. Resources and the will for change are now at hand to shift the economic focus of this region. We can take charge of this issue by putting an end to the commercial seal hunt. To do nothing, to refuse to even debate this issue, is quite frankly no longer an option.

EU AGRI Commitee (which is lobbying by animal research industry!) will

the current status of the procedure:
31/03/2009 EP: report scheduled for adoption in committee, 1st or
single reading
On 17 February, the committee rejected nearly the whole of Mrs Mojca
Drcar Murko, Slovenian MEP opinion (she had added stronger animal
welfare and wild-life conservation amendments to the proposal) and
introduced a series of amendments drafted by the animal research
industry (the draft report author is AGRI chairman and UK MEP Neil
Parish) which would drastically reduce animal protection in the new
directive.
11th March was the deadline for any other amendments (no info so far)
The Industry (ITRE) and Environment (ENVI) Committees have been
appointed to collaborate with the AGRI Committee. The opinion report of
the ENVI Committee was voted on 18th February 2009 while the ITRE
opinion report was voted on 9th March 2009.
The ENVI and ITRE Committees rejected many of the progressive proposals
for advancing humane science, instead voting for measures that allow
researchers ever more freedom to experiment on animals. The committee's
shadow author, Slovenian MEP Mojca Drcar Murko, resigned her role over
her concerns about the results of the report.
The research industry has lobbied MEPs to resist meaningful improvements
for animal welfare. They want researchers to be able to:
* Experiment on monkeys, dogs and cats
* Cause suffering which is both severe and prolonged
* Carry out repeated painful experiments on the same animal
* Not need official approval for most experiments

"interference' as possible. They are using appalling emotional blackmail
to frighten MEPs into thinking that, if they are restrained in any way,

scaremongering �" there is no suggestion that good quality
research into debilitiating or life-threatening research would in any
way be contrained. In fact, much animal research has nothing to do with
human illnesses .but rather with testing inessential products and so
forth"
write to AGRI members before the voting on 31st of March:
ask MEPs to support all amendments to the directive that will provide:
* a total ban on the use of monkeys, cats and dogs with clear end
date
* a total ban on experiments deemed to cause severe or prolonged
pain, suffering or distress
* a ban on repeated painful experiments on the same animal
* a ban on duplication of animal experiments
* the scope of the Directive to include all animals used in
experiments including, for example fetal animals, animals used in basic
research and those killed for their tissues
* requirement of official approval, based on transparent ethical
evaluation and rigorous examination of scientific validity for all
experiments, with subsequent reviews of what happened in all cases
* publication of animal research project proposals, including sources
of funding in the case of publicly funded research (openness so that
only confidential and personal information is withheld)
* much tighter controls on when animals can be used
* much higher funding for non-animal alternatives and a clear
requirement to use them as soon as they are available
Write that it was outrageous that opinion written by Mrs Mojca Drcar
Murko was rejected and instead of stronger animal welfare and wild-life
conservation amendment, wich are demanded by EU citizens and were
promised in written declaration (September 2007) AGRI introduced a
series of amendments which would drastically reduce animal protection in
the new directive.

* a ban on duplication of animal experiments
* the scope of the Directive to include all animals used in
experiments including, for example fetal animals, animals used in basic
research and those killed for their tissues
* requirement of official approval, based on transparent ethical
evaluation and rigorous examination of scientific validity for all
experiments, with subsequent reviews of what happened in all cases
* publication of animal research project proposals, including sources
of funding in the case of publicly funded research (openness so that
only confidential and personal information is withheld)
* much tighter controls on when animals can be used
* much higher funding for non-animal alternatives and a clear
requirement to use them as soon as they are available

Murko was rejected and instead of stronger animal welfare and wild-life
conservation amendment, wich are demanded by EU citizens and were
promised in written declaration (September 2007) AGRI introduced a
series of amendments which would drastically reduce animal protection in

The Irish government has announced their support for the total European Union trade ban on seal products from Canada and South Africa with no loopholes and no exemptions.
This is an incredible blow to Newfoundland sealing interests because the Newfoundland population is largely of Irish descent.
Thanks for this goes to the Irish Animal Rights Action Network (ARAN). ARAN
sent out an urgent alert asking Irish citizens to politely write, email and call the Irish Environment Minister John Gormley to urge him not to support anything but a total EU trade ban on seal products from Canada—their original stance was going to be half way, which would have been filled with loopholes and exemptions—making no difference, but instead allowing the trade to continue.
The response from Irish citizens was overwhelming. The phone calls and emails from 9am Monday March 16th to the Minister’s office made a huge difference
and according to the Minister it influenced him to change his mind and vote for
the entire bill without exemptions or loopholes.
Respect for Animals and Humane Society International sent out a similar email alert to their members and supporters along with a full page advertisement in the Irish Independent calling on the Irish government to stand tough and support a total EU trade ban on seal products from Canada. with no exemptions!
Please send an e-mail to Environment Minister John Gormley’s office to wish him a Happy St. Patrick’s day and the thank him for making the humane and

Utah animal rights activist, Jordan Halliday, has been jailed today (March 13) for "contempt" by resisting a grand jury that supposedly is regarding the 2008 mink liberations. Judge Tena Campbell granted him immunity, but Jordan has persisted in refusal to cooperate with the grand jury. Judge Campbell chose to forego adding a fine penalty to the contempt of court. Jordan is being held to "compel" him to answer all questions posed by the grand jury which so far have only consisted of questions about who is his family and friends. The next time the grand jury convenes is on Wednesday, March 18th.

Getting into touch with a lawyer, especially one from the NLG, is very important and could be very much in your benefit to do so.
2) Do not cooperate with a grand jury --whatsoever. This is true even if you don't think you have done anything and even if you think you don't know anything. The purpose of a grand jury when it targets activists serves to disrupt, intimidate, chill, sow distrust in, and attack activist communities. If you are aware of the history of government efforts like COINTELPRO and the civil rights movements, this shouldn't be that shocking to you.
3) Not cooperating means refusing to answer *any* questions -- even if the questions seem 101% harmless and unimportant.
4) Invoke your First Amendment and Fifth Amendment rights: respectively, the rights to freedom of speech and association and the right against self-incrimination. Both rights which a grand jury, by design, denies you. In a grand jury, you are also denied the right to have your own attorney present.
5) Tell the media. Most people are unaware of the long history of grand juries being misused purposefully to disrupt, intimidate, chill, and attack social movements.
6) If you have been subpoenaed, also seek support and prepare for needing it if you are put into jail for contempt. For example, there are political prisoner support websites such as GreenScare. org @ http://www. greenscare. org/.

Each year hundreds of thousands of baby seals are brutally beat on the head and slaughtered, most often while still alive, on the eastern shores of Canada. It is not enough that populations of seals are suffering due to global warming and the lack of ice formations for them to give birth upon; mother seals also have to contend with sealers arriving to beat their pups to death.
In Defense of Animals has been reporting on the status of the seal hunt for years and together we have kept the pressure on key officials to stop this blood bath.The United States has banned the sale of seal products. We cannot stop there. There is building momentum to stop the seal hunt forever as two options are being considered to end the seal hunt.
Canada Senator Mac Harb just introduced a bill that would end the commercial seal slaughter in Canada for good. We need to TAKE ACTION to support this landmark bill.
The other source of great news and possibility is that the European Parliament will vote on April 1, 2009 to ban products derived from seals from being imported into the European Union (EU), exported from it, or even being transported through EU territory. That would have a tremendous impact on the incentive for sealers to kill seals.
We help us flood the US Ambassador to Canada and Canadian Prime Minister Stephen Harperwith letters in support of the Harb Bill. We also need to flood the EU Parliament with comments in support of an EU -wide ban on seal products.

In Defense of Animals has been reporting on the status of the seal hunt for years and together we have kept the pressure on key officials to stop this blood bath.The United States has banned the sale of seal products. We cannot stop there. There is building momentum to stop the seal hunt forever as two options are being considered to end the seal hunt.
Canada Senator Mac Harb just introduced a bill that would end the commercial seal slaughter in Canada for good. We need to TAKE ACTION to support this landmark bill.
The other source of great news and possibility is that the European Parliament will vote on April 1, 2009 to ban products derived from seals from being imported into the European Union (EU), exported from it, or even being transported through EU territory. That would have a tremendous impact on the incentive for sealers to kill seals.
We help us flood the US Ambassador to Canada and Canadian Prime Minister Stephen Harperwith letters in support of the Harb Bill. We also need to flood the EU Parliament with comments in support of an EU -wide ban on seal products.

I fear that Idaho, Montana and Wyoming still do not have wolf management plans that will allow wolf populations to grow. Instead, their aggressive management plans that could reduce wolf populations below current levels, jeopardizing the long-term genetic viability of the wolves and disrupting the natural ecosystem, which requires the presence of large carnivores to remain healthy.
Please reconsider this decision and reinstate protections for the gray wolf under the ESA.

He can't eat, vomiting. completely liquid poop.
He looks miserable and is so confused the poor baby accidently peed on the bed.
I have no money. I don't know what to do except ask you guys to pray.
His blood sugar is coming up and I have to give him some insulin, with no food in him. Try to lower the dose enough that he won't crash too low. And I'm sick with flu and can't even think.
I don't know what's happened to him, he was just really back to his old self, puttering around the house getting into things etc.

Subject: James Is Sick Again
He can't eat, vomiting. completely liquid poop.
He looks miserable and is so confused the poor baby accidently peed on the bed.
I have no money. I don't know what to do except ask you guys to pray.
His blood sugar is coming up and I have to give him some insulin, with no food in him. Try to lower the dose enough that he won't crash too low. And I'm sick with flu and can't even think.
I don't know what's happened to him, he was just really back to his old self, puttering around the house getting into things etc.
So, please pray. And could you repost this please? It has taken me over an hour and a half to get logged in and type this!! But I will get back on tomorrow and let you know how he is doing.

SAVE THE WOLVES & SAVE OUR SPIRITS

Over the past five years, Alaska’s aerial hunting program
has claimed the lives of more than 800 wolves.
During these hunts, wolves are shot from the
air or chased by airplanes to the point of exhaustion
before the pilot lands the plane and a gunner
shoots the animals point blank.
Despite strong scientific, ethical and public opposition
to aerial hunting, Governor Sarah Palin has…
* Proposed paying a $150 bounty for the left foreleg of each dead wolf.
* Approved a $400,000 state-funded propaganda campaign to promote aerial hunting.
* Introduced legislation to make it even easier to use aircraft to hunt wolves.
Send a message to Alaska Governor Sarah Palin urging her
to end the state’s unfounded aerial hunting program immediately.
