EU AGRI Commitee (which is lobbying by animal research industry!) will
vote on the final report on 31 March

the current status of the procedure:
31/03/2009 EP: report scheduled for adoption in committee, 1st or
single reading

On 17 February, the committee rejected nearly the whole of Mrs Mojca
Drcar Murko, Slovenian MEP opinion (she had added stronger animal
welfare and wild-life conservation amendments to the proposal) and
introduced a series of amendments drafted by the animal research
industry (the draft report author is AGRI chairman and UK MEP Neil
Parish) which would drastically reduce animal protection in the new
directive.


11th March was the deadline for any other amendments (no info so far)

The Industry (ITRE) and Environment (ENVI) Committees have been
appointed to collaborate with the AGRI Committee.
The opinion report of
the ENVI Committee was voted on 18th February 2009 while the ITRE
opinion report was voted on 9th March 2009.

The ENVI and ITRE Committees rejected many of the progressive proposals
for advancing humane science, instead voting for measures that allow
researchers ever more freedom to experiment on animals.
The committee's
shadow author, Slovenian MEP Mojca Drcar Murko, resigned her role over
her concerns about the results of the report.


The research industry has lobbied MEPs to resist meaningful improvements
for animal welfare.
They want researchers to be able to:

* Experiment on monkeys, dogs and cats
* Cause suffering which is both severe and prolonged
* Carry out repeated painful experiments on the same animal
* Not need official approval for most experiments

PLEASE
spread the info about MEPs who don't care about EU citizens (80% demand
to end primate experiments and set clear date for replacing animal
experiments with alternatives) - don't care about election in June as
well
who don't care about EU citizens' health and science development
who don't care about animal welfare and animal rights to live without
suffer
that "According to Mrs Murko's statement, industry are lobbying
intensively to be allowed to carry on with as little official
"interference' as possible.
They are using appalling emotional blackmail
to frighten MEPs into thinking that, if they are restrained in any way,
children will die.
This is ludicrous and wholly unsubstantiated
scaremongering �" there is no suggestion that good quality
research into debilitiating or life-threatening research would in any
way be contrained.
In fact, much animal research has nothing to do with
human illnesses .
but rather with testing inessential products and so
forth"

write to AGRI members before the voting on 31st of March:

ask MEPs to support all amendments to the directive that will provide:

* a total ban on the use of monkeys, cats and dogs with clear end
date
* a total ban on experiments deemed to cause severe or prolonged
pain, suffering or distress
* a ban on repeated painful experiments on the same animal
* a ban on duplication of animal experiments
* the scope of the Directive to include all animals used in
experiments including, for example fetal animals, animals used in basic
research and those killed for their tissues
* requirement of official approval, based on transparent ethical
evaluation and rigorous examination of scientific validity for all
experiments, with subsequent reviews of what happened in all cases
* publication of animal research project proposals, including sources
of funding in the case of publicly funded research (openness so that
only confidential and personal information is withheld)
* much tighter controls on when animals can be used
* much higher funding for non-animal alternatives and a clear
requirement to use them as soon as they are available

Write that it was outrageous that opinion written by Mrs Mojca Drcar
Murko was rejected and instead of stronger animal welfare and wild-life
conservation amendment, wich are demanded by EU citizens and were
promised in written declaration (September 2007) AGRI introduced a
series of amendments which would drastically reduce animal protection in
the new directive.
